CARRY OUT FEASIBILITY STUDIES FOR THE PROPOSED
HYDROPOWER PROJECTS
ON
CHASOMBO AND CHIZUMA ON BUA RIVER
AND
CHAMGONDA ON DWAMBAZI RIVER
IN NKHOTAKOTA DISTRICT, MALAWI

1.0 INTRODUCTION
The Government of Malawi conducted a Power System Development and Operation Study in 1998. The objective of the study was to identify and conduct an initial screening of hydropower potential sites and options. Hydropower schemes at twelve (12) different locations were analysed during the study. Three hydropower schemes are the Chasombo, Chizuma and Chamgonda Proposed Hydropower Projects on Bua River and Dwambazi River respectively in Nkhotakota District. The Government of Malawi would like to conduct full Feasibility Studies for the three proposed Hydropower projects and would therefore like to call for Expression of Interest (EOI) for Engineering Consultancy Services to carry out Feasibility Studies for the three proposed projects.
2.0 SCOPE OF WORKS
The immediate objective of the Feasibility Study is to develop a full bankable study for the development of the three hydropower projects and associated transmission lines to evacuate power from the project. The study will, separately for the three projects, confirm the location, maximum output capacity of the hydropower plant, cost estimate of the proposed projects and aquaculture/environmental and social impact assessment.
3.0 REQUEST FOR EXPRESSION OF INTEREST
The Government of Malawi now invites Expressions of Interest (EOI) from reputable Firms/Consortiums in the Hydropower Sector to undertake separate Feasibility Studies for the proposed Chasombo, Chizuma and Chamgonda Hydropower projects.
Firms/Consortiums submitting EOIs for the Project shall demonstrate and clearly indicate in their EOIs both their technical qualification and capacity to carry out the Feasibility Study focusing on maximisation of the capacity for the project, design of the power plant and the transmission lines and environment and social impact of the project, description of similar works undertaken in the recent past , key staffing levels, proposed organisational arrangements for the execution of such a study and any other information the firm might consider relevant to enhance its qualification.

4.0 QUALIFICATION FOR EXPRESSIONS OF INTEREST
Only those firms with the experience and present capacity to undertake works of a magnitude similar to the proposed Chasombo, Chizuma and Chamgonda Hydropower projects need to or may express interest for the proposed project. Therefore, those firms not meeting the minimum criteria as outlined below, which shall be used for the evaluation of Expressions of Interest and short-listing thereof, shall not qualify to participate in the Request for Proposals:

Experience in conducting Feasibility Studies for hydropower projects with capacities above 50MW;

Present key staffing levels or ability to mobilise the required key staff to handle works of this nature and magnitude;

Proof of technical capacity to handle works of this nature and magnitude; and
-
Organisational arrangement for executing the works.
5.0 SUBMISSION AND RECEIPT OF EXPRESSIONS OF INTEREST
Expressions of Interest (EOI), comprising one (1) original and three (3) copies, in sealed envelopes and clearly marked ‘Expression of Interest for Proposed Chasombo , Chizuma and/or Chimgonda Hydropower Projects should be submitted to the address shown below by

Only Firms/Consortiums who submit Expressions of Interest (EOI) and are subsequently short-listed shall be invited to submit Request for Proposals for the Projects.
